Rich Strunkenburg, the dog warden and Van Wert County’s only humane law enforcement agent, had been put on paid administrative leave in July during an investigation into conditions at the shelter. The investigation was held after the sheriff’s office received a complaint of unsanitary conditions at the shelter.

Investigators found three dogs and six kittens dead in their kennels, according to Sheriff Tom Riggenbach. Some had died two or three days earlier, and their bodies still remained in their kennel or cage. Some of the kennels appeared not to have been cleaned in weeks, he said.

Although the animals may have been ill before entering the shelter, the sheriff said a determination should have been made whether a vet needed to see them, if medical care could be provided, or if the humane thing to do would be to euthanize the sick animals. The dogs and cats were not provided with any medical care.

And the shelter was hot. The kennel has ventilation fans, but is not air conditioned. The lack of water would have made conditions even more unbearable for the animals.

Along with failing to supply adequate food and water, the investigation showed Riggenbach failed to keep the kennels clean, did not provide adequate care and attention to the animals, and did not follow proper procedures when handling the dead animals.

Strunkenburg was fired in July. At that time, the shelter did not permit #volunteers.

The county is now looking into placing operations of the dog warden under the sheriff’s office. A sheriff’s deputy who was formerly a part-time county #dog warden is temporarily managing the #shelter and humane agent duties. The county is also looking into creating a #volunteerprogram.

#Strunkenburg is scheduled to be arraigned in Van Wert County Court of Common Pleas on Wednesday, Sept. 10. If found guilty under the fifth-degree felony, Strunkenburg could face up to a year in prison and $2,500 in fines for each count. #ittakesavillage #changelaws #stricterlaws #accountability
